结论
以人为本、促进人的全面发展、实现社会和谐稳定是服务型政府施政的最终目标。完善的经济社会发展考核评价体系能充分反映人的全面发展，要求政府在促进经济发展的同时，更加注重保障和改善民生，让经济发展的成果更多更公平地惠及全体人民，增进人民福祉，提高人民幸福感，切实把人民生活水平的提高和质量的改善作为政府工作的出发点和落脚点。因此，完善经济社会发展考核评价体系必将引导政府职能转变，支撑行政体制改革，推进国家治理体系和治理能力现代化。完善经济社会考核评价体系研究是一项复杂的系统工程，我们要坚持“五位一体”，夯实基础条件，设计指标体系，优化考核评价方法，重视开发应用。
一要完善国民经济核算制度方法。引入国民经济核算前沿理论与方法，改革与完善经济指标的核算方法，为构建与“五位一体”总格局相适应的经济社会发展考核评价体系创造基础条件。
二要贯穿生态文明建设于考核评价指标体系全过程。把资源消耗、环境损害、生态效益等体现生态文明建设状况的指标纳入经济、政治、社会、文化、生态等系统，构建考核评价指标体系，从而全面、准确考察“五位一体”总格局的发展和变化规律。
三要确定综合考核评价方法的优良标准。从理论上给予解释并提供切实可行的优良判别方法，解决“多方法评价结论非一致性”问题。
四要创新“大数据”应用于经济社会发展考核评价。应用“大数据”的理论与方法，提高数据的可获性及质量，支撑经济社会发展考核评价体系的构建与应用。
五要考核评价国家及主体功能区经济社会发展。全面系统研究国家及主体功能区经济社会发展的水平、结构、潜力以及影响因素，推进地方政府政绩考核制度改革，建设生态文明，实现“五位一体”全面、协调、可持续发展。
六要构建经济社会发展考核评价数据可视化平台。目前尚无针对经济社会发展考核评价的直观的数据可视化平台，我们基于理论研究、基础数据核算、考核评价体系设计、应用分析，构建数据库及可视化平台，以满足多层次用户需求，扩大应用领域，推广研究成果。

Evaluation Mechanism Design in the Context of Deepening Reform Comprehensively
—Thinking on China's Current Economic and Social Development Evaluation System

Abstract: The evaluation system plays an important role in guiding economic and social development. A good economic and social development evaluation system can fully reflect people's all-round development and require the government to pay more attention to ensuring and improving people's livelihood and let all the people increasingly share in the fruits of economic development in an equitable manner while promoting economic development. Under the guidance of the spirit of the important speeches of General Secretary Xi Jinping, the Party's Eighteenth Congress and the Third Plenary Session of the Eighteenth Party Central Committee, this paper systematically thought about how to improve the evaluation system for economic and social development, and suggested ameliorating the national economic accounting system, establishing the evaluation indicator system for economic and social development that complies with the "five-in-one" overall arrangement, optimizing the methods for comprehensive evaluation, and setting up a visualized platform for the economic and social development evaluation system.
