推动京津冀协同发展,也是探索改革路径、构建区域协调发展体制机制的需要。在京津冀协同发展过程中,针对京津冀跨区合作机制所呈现的“一亩三分地”思维定式及其他深层次矛盾和问题,着力探索跨区冲突治理、“共建、共享、共赢”发展、政府与市场调节相结合的新机制;针对京津冀面临的雾霾、水资源短缺等问题,着力探索通过功能疏解、空间优化,实现中心与外围共生互动的新调节机制;针对京津冀面临的经济发展与环境治理问题,着力探索建设产业结构优化、生态友好、宜居宜业、社会和谐的新机制。上述区域协同发展机制创新将建立区域统筹协调发展新体制,把京津冀都市圈建成科学持续、协同发展、互利共赢的区域协同发展示范区。

On the Overall Strategic Significance of Coordinated Development of Beijing, Tianjin and Hebei

Abstract: Promoting the coordinated development of Beijing, Tianjin and Hebei is a major national strategy since the Party's Eighteenth Congress, which has great significance in building a new economic circle surrounding the capital, pushing forward the integrated development of Beijing, Tianjin, and Hebei, promoting regional coordinated development across China, and improving China's image and international competitiveness. Specifically, the coordinated development of Beijing, Tianjin and Hebei helps to reduce the non-core functions of the capital, and solve the problem of "large city disease"; optimize the urban population structure, and build a world-class city cluster; integrate the advantages and resources of the region, develop an innovative regional economy, and create an economic growth pole of international competitiveness; promote ecological and environmental governance based on the industries and innovation of mechanisms; and contribute to establishing the new system of regional coordinated development and the regional coordinated development demonstration zone.
