早在2010年，中国政府就提出，愿与东盟共同努力，推进中国与东盟互联互通建设建成，并成立了中国－东盟互联互通合作委员会。2014年，亚太经合组织领导人北京会议通过了《亚太经合组织互联互通蓝图（2015~2025）》。⑧同年，亚洲基础设施投资银行成立，它将为亚太区域的基础设施互联互通建设提供资金融通的便利条件。目前，多数东盟国家的基础设施相对滞后，海陆空交通设施、电力供应、配套产业明显不足，这为我国企业到当地投资和工程承包提供了广阔的市场。参照东盟区域基础设施互联互通的规划，我国应有选择地参与东盟区域基础设施互联互通项目，规划中国—东盟区域基础设施互联互通计划。同时，把握各国具体国情和营商环境，做好和做足可行性研究，规避和管控系统性风险。

—Also on the ASEAN Economic Community and the "Belt and Road" Initiative

Abstract: By the end of 2015, ASEAN officially announced the establishment of the ASEAN community, which marks the ASEAN economy's entry into the community era. In November 2015, ASEAN issued the "ASEAN Economic Community Blueprint in 2025" which outlines a vision for the development of the ASEAN economic community in the next decade and puts forward the five pillars of the development of the ASEAN economic community. In terms of the ASEAN Economic Community blueprint, it has many similarities with the "Belt and Road" initiative, so that they can gradually realize strategic docking. As a sub-regional economic integration organization, the ASEAN economic community will have a profound impact on the global economic and geopolitical pattern, and also on the implementation of the “Belt and Road” strategy in China.
